In 2029, with the support of the authorities, Daisuke Aramaki and Motoko Kusanagi receive the necessary funds to create their own international rescue team, which is actually an elite anti-terrorism organization under the control of the Minister of the Interior but with considerable freedom of action, officially called Public Security Section 9. Over the course of various successfully completed missions, Section 9 begins to investigate a dangerous cybercriminal who calls himself the Puppet Master, whose main activity is ghost hacking, that is, taking control of the human mind. Section 9 agents eventually discover that the Puppet Master is a particularly advanced artificial intelligence, born within a secret government project and then escaped its control, which has become self-aware and demands to be accepted as a form of life in its own right. The Puppet Master, who wants to obtain a human ghost to move to a higher stage of evolution and create its own offspring, convinces Kusanagi, who is initially skeptical, to merge with its consciousness. After this event, Kusanagi, who must face a public trial for irregularities committed while on duty, leaves Section 9 to go independent.
